Who we are
A small firm by design.
Mandate Property Governance is run by its two founders. Every mandate is handled by one of us directly — there is no account management layer, and no file is passed down to someone junior. That is a deliberate limit on how many clients we take, and the reason we can hold ourselves to the accountability undertaking set out in our fee schedule.
Between us we have spent our careers in institutional finance and in the practical management of property across three continents. We built this firm because the two are rarely found together, and because an asset of this size deserves both.
Kenneth Lin

Kenneth spent his career in institutional fund management and management consulting, at Merrill Lynch in New York and at Harvest Capital Group in Asia, alongside more than a decade managing a family office. He has worked on both sides of the capital table — allocating institutional money, and advising the companies that receive it.
He is the author of Read the Deal, Not the Deck, and co-author of a Traditional Chinese guide to the governance of London property. He leads MPG's governance framework, compliance oversight, and cross‑border tax and structuring coordination, and is the point of contact for every client engagement.

Evelyn Chien

Evelyn holds a Master's in Finance from City, University of London, and worked in Deutsche Bank's Structured Products division. She is the registered Director of Mandate Property Governance Ltd.
Alongside her financial background she has managed and renovated residential property in Paris, Tokyo and London — commissioning works, dealing with contractors, and living with the results. That combination of structural analysis and practical experience shapes how MPG approaches condition, capital risk and improvement work.

How we work
Director-level oversight. The people named on this page are the people who do the work. Every compliance calendar, every contractor instruction and every client statement passes through one of us.
A limited number of clients. We take on only as many mandates as we can govern properly. When that number is reached, we say so.
No commission, anywhere. We take no markup on contractor works, no commission on any sale, and no referral fee from any adviser, contractor or professional we introduce. Our fee is set against the value of the asset and nothing else.
